Who are the Executive Directors?
Phil and Cindy Waugh have been married since 1976 and have experienced great joy in
their marriage and family through participating in, and leading, marriage and
family enrichment events. Their first exposure to such events came while serving
as missionary Journeymen in Taiwan from 1978-80. Following their missionary work
in Taiwan, Phil entered Southeastern Baptist Theological Seminary to pursue the
call to ministry through the pastorate.
As a pastor and pastor's wife, they discovered an increased personal need for marriage
and family enrichment. They continued attending marriage enrichment events, as well as
leading such events in their church and association. With the pastorate, they found an
increased number of couples struggling through their marriages. They became involved in
increased numbers of counseling sessions, all the while sensing a call of the Lord upon
their ministry to some form of marriage enrichment. They felt, and still feel, that
providing enrichment experiences for couples and families is the best preventive medicine
for warding off marriage and family crises.
They surrendered to God's call to the ministry of Marriage and Family Enrichment in July of
1988. Phil became editor of Living with Preschoolers and Living with Children magazines for the
Sunday School Board of the Southern Baptist Convention in March of 1989. In August of 1991, Phil
was asked to take a position as consultant in the Family Ministry Department.
On February 23, 1999, God brought together 19 marriage and family ministries and Christian
organizations together in Dallas, Texas to launch the Covenant Marriage Movement. The Covenant
Marriage Movement was created for the expressed purpose of turning the divorce rate around in our
nation by uplifting God’s ideal for marriage.
Cindy and Phil made a vow to follow God in the Covenant Marriage Movement on September 23,
2000, while attending the International Marriage Conference hosted by the National Association
of Marriage Enhancement.
On Monday, July 23, 2001, God spoke to Phil regarding His timing. On that morning, God revealed
to him that He remembered the vows they had made and the covenant He had made with them. There was
no question in his heart or mind that God called the two of them out to serve as the Executive
Directors for the Covenant Marriage Movement. Likewise, there was no question that He has entered
a covenant with them and that everything He needs to accomplish His work is already being provided
through His people.
Phil resigned his position as Family Ministry Director for LifeWay Christian Resources on
September 30, 2001, in order to devote his full time and attention to the directorship of the Covenant
Marriage Movement.
On January 17, 2003, Cindy, having resigned her position from the staff of the First Baptist Church
of Franklin, Tennessee, began serving alongside Phil in the Covenant Marriage Movement as the
Executive Administrator.
God has called them to join hands and hearts in transforming the present divorce culture, in which
they live, to a covenant marriage culture through which He can be glorified. This will be done one
couple at a time. Phil and Cindy, along with 35,000+ couples and 65 Cooperating Ministries, have said
“Yes” to what they believe is God’s intent for their marriages and culture by joining Him in the Covenant
Marriage Movement.
Cindy and Phil have three children: Brandon, age 21, who is married to Hannah; Meredith, age 20; and,
Justin, age 17. They have recently relocated to Forest, Virginia where they are searching out a church
home in which to serve their Lord.
Who is the Chairman of the Board?
Dr. Clinton is president of the American Association of Christian Counselors, the largest faith-based
counseling association in the world. In addition to heading this 50,000 member organization, Dr. Clinton
maintains a private counseling practice in Lynchburg, Virginia, is a licensed and ordained minister,
serves as a professor of counseling and pastoral care, and is executive director of the Center for
Counseling and Family Studies at Liberty University and Liberty Baptist Theological Seminary in
Lynchburg, Virginia.
Appointed by Governors George Allen and Jim Gilmore of Virginia, Tim serves on the Virginia Board of
Counseling, regulating professional counselors, marriage and family therapists, and substance abuse providers.
He has hosted a national radio program, Live the Life, and is a featured guest expert on a nationally
syndicated television program with Al Denson.
Dr. Clinton is the author and co-author of several books, including Before a Bad Goodbye: How to Turn Your
Marriage Around (Word, 1999), The Marriage You’ve Always Wanted (Word 2000), the Soul Care Bible – Dr. Clinton,
Executive Editor (Thomas Nelson, 2001), Competent Christian Counseling: Pursuing and Practicing Compassionate
Soul Care (WaterBrook Press, 2002), and the newly released Attachments: Unlocking the Secret to Loving and
Being Loved (Integrity, 2002). In addition, he is a contributing editor to Christian Counseling Today magazine
and a columnist for Parent Life, The National Liberty Journal, and Shine magazines.
Tim earned his doctoral degree in counselor education from the College of William and Mary and his B.A. and
M.A. in pastoral ministries and counseling from Liberty University, both located in Virginia.
A word from our Chairman
We want to welcome you to our website and to the Covenant Marriage Movement.
In a day when marriage is under attack, God is rallying His people to join Him in upholding marriage
as He has always purposed it to be, a covenant relationship. Marriage has always been intended to be between
one man and one woman. Marriage has also been intended to convey to the world the very nature and person of
God. God has established the Covenant Marriage Movement for the expressed purpose of uniting couples,
congregations, ministries and organizations to proclaim His activity in our nation and around the world
regarding marriage as a covenant relationship.
The uniqueness of the Covenant Marriage Movement is that it focuses on proclaiming the message of God’s
intent for marriage as a covenant relationship over and beyond an understanding of marriage as a contractual
relationship or simply an institution. Couples and congregations need to grasp hold of the exciting and
liberating news of covenantal relationships designed and initiated by God and blessed by His presence.
We are on the verge of seeing great things happen in the lives of couples and congregations throughout
our nation regarding marriage. The power that is generated by God’s presence in the lives of individuals and
couples who have entered into a covenant relationship with Him is dynamic! Others are supernaturally drawn to
those couples who are living out their covenant relationship with one another. It’s powerful!

Covenant Marriage Movement
What is the Covenant Marriage Movement?
This is a movement of God to initiate revival within the lives of couples and families in this nation
and around the world.
This is a movement of God among religious leaders, politicians, educators, clergy, counselors, and social
scientists to affirm the importance of establishing and maintaining wholesome lifelong marriage relationships.
This is a movement of God to provide an avenue through which His people can boldly stand alongside thousands
of other couples and congregations to affirm God's design for marriage as a covenant relationship.
When did it begin?
Over the past few years, God has been raising up religious leaders, politicians, educators, counselors,
statisticians, social scientists, and others to affirm the importance of establishing and maintaining
wholesome marriage relationships.
On February 23, 1999, a meeting was held in Dallas, Texas to introduce the Covenant Marriage Movement to
representatives from 19 various church and para-church ministries and organizations. At that meeting, all the
representatives from these organizations unanimously agreed to encourage their respective ministry or
organization to support the Covenant Marriage Movement.
On May 11, 1999, the Covenant Marriage Movement was announced through a press conference held in New York
City by the representatives of the Movement.
